Pekora was the only JP that tried to help Moona fit in, since she had to play on their jp minecraft server. The language barrier was massive, but she still tried to interact with her so she doesn't feel left out.
Fast forward to now and Pekora is the face of HoloJP.
If she decides to promote someone it results in massive clout. Then some people will instantly see it as favoritism.
The problem with ID as others already mentioned is that they don't have a target audience. ID viewers are not that many so some of them want understandably dip into the EN and JP market, but they are already full of big established names.
