Art quality of the phase pv is way lower, the models are rough, inconsistent, choppy.
But the mix of the realistic backgrounds with the 2D models looks really cool. The overall pacing of the PV and what it presents us is really cool. It has some classic fantasy anime feeling.
The advent PV was clean and dramatic but it was short and just a teaser, it didn't really do much.
With the phase PV I am hyped, I felt emotion, I want it to be a real anime to watch more of it.

there is a lot of movement in the phase one. there was no way to do the art at the same quality as the advent one with all the extra movements. Unless phase was willing to pay a lot more money.

This isn't just good art, it's a good manga/comic short.
It's not just a matter of drawing it but also having a nice idea, a good setup for the scene, conveying the right emotions. It's not rocket science and it's a very simple quick comic but it still shows a lot of skill not to be taken for granted, if it's a hint at the sort of creativity we can expect I am excited.

Looks great. Sound is weird though. Why add SFX for only like 10% of what's going on? Just don't bother with them - anime OPs don't need them, neither do you.
If they're dead-set on adding the SFX at least get some voice acting from the cast too.
