Laplus wanted to play Rust and did it, so did Botan with SF6 and Aki with VCR Ark. While I remember Laplus causing some kind of commotion, latter two did it without much problems, which makes me think that if EN3 or hypothetical JP7 participated in VCR few months after debut it would went pretty much the same.

Maybe Cover wanted them to have stricter or different contracts and couldn't have it in main branch for some kind of legal reasons. Maybe they decided that holo jp has grown too much to effectively control and wanted a separate chain of command. Maybe they actually going to start doing the promised vsinger unit stuff next year when they have 3D models ready and studio deals with backlog.

If a streamer does questionable stuff in its own stream alone he only risks his own channel, but doing it on a streamer server means everyone around is risking to get demonetized or banned just for happening to be passing by in a wrong place.
