Things like that are just a way of coping because such a power differential is not inherent to incest. Same goes for the eugenics argument, two people that are known carriers for negative genetic disorders are free to marry and have offspring but two siblings that do not carry any such alleles still cannot.
It is illegal for religious and instilled cultural reasons. This is obvious enough when one realizes that what even constitutes incest varies in different cultures and religions.
