Majima spends this entire game being chained up by Sagawa, forced to act like a suave cabaret manager to make millions of yen just so he can pay off his debts to Sagawa, even though he's a gruff fighter with a country accent by nature
Also the inspirational figures he meets in this game that go beyond what he was willing or able to do were Lee and Nishitani
There are no obligations left for him by the end of this game, he can finally act as carefree as he wants and I honestly have no idea what story relevance he could even have in yakuza 1
