Let's use Hololive and Nijisanji as an example. Due to the relatively frequent collabs, Hololive main branch (35 members) culture and viewers trickled down to Hololive English branch. There are way less collabs between Nijisanji main branch and their English branch, so they really can't share that much viewers, so they didn't benefit as much from the parent company as much as hololive side branch members.
Now back to Phase Connect. Currently a lot of value lies in Pipkin Pippa, their biggest vtuber, and the company culture is about doing gamer stuff, saying gamer words and being contrarian to the mainstream western culture, which did attract a lot of the undesirable /pol/mates. If for example EN decided to collab frequently with the JP branch, can they share the same culture and viewers? That is a very big IF because most of them, especially Pippa, cannot speak Japanese fluently.
My opinion is that Phase Connect JP will be a totally separate entity from Phase Connect main branch just like Vshojo and Vshojo JP. They will be VOMs tier at most without a breakout star.
