That + the declining numbers across the entire branch and BLATANT hostility from a big part of the fanbase and mild annoyance from the rest, eventually lead to jp noticing the problem and over time moving towards trying to fix it after a few months. Cue people that were hired and promised the world not getting it, and sperging all over the place, including proving homostar antis 100% right when they eventually fucked off caring 0% about their fans, or their "friends", leaving the branch and the homocollabing girls with little goodwill from their previous fan base, very little reputation left, and a mark in their records for a significant part of hololive's fanbase (which is pretty much permanent now, as advent showed fans that you can, in fact, care about your fans and not just shit all over them for "fun" or because they are entitled)
Gura "won", in a sense, but i think, like what is often is the case for her, that she would've rather not have to take a stand whatsoever. It's a bit stupid that the least ideological person in existence had to take a stand here
