A similar situation is Russian hackers.
They hack the everloving shit out of American shit all the time. The USA complains but the Russians don't give a shit as they've committed no crimes in Russia and why would the Russian courts help enforce US law on Russian citizens?
So as long as those Russian hackers don't commit crimes targeting Russia or countries its friendly with, they have nothing to fear. They can fail, learn, get better and keep going with zero repercussions. Which is why the Russian hacking scene is so good and so heavily developed.
It would be a similar situation for Ollie if Cover tried enforcing their contract with her if she ignores any non-compete and NDA agreements if they boot her.
Indonesian courts are going to see these Japanese guys trying to sue one of their citizens and go "Why do we care?" kicking the case out.
It's not that the government will get involved its that their government and courts will refuse to get involved.
