Suisei is someone getting PR pushed far more than any EN could ever dream of. She's the one they market for music in Japan more than anyone else. She's super boring as a VTuber, Gura managed some sort of balance unmatched in hololive. Pekora draws in a lot of JP viewers for games and oddities sure, but she can't sing at Gura's level. I think the balance Gura has is great, it's not that she's the ace of everything (imo)

suisei's brand is that she is a stacy who aggressively shills herself. she actively fought management to get these opportunities. it wasn't free. she also built a culture where any self-proclaimed hoshiyomi also have the duty to shill her.
there's nothing stopping another holomem from adopting the same tactic. (though you must have the charisma to pull it off. mori's bluray arc was pretty cringe in comparison)
