Vesper got a publicly-announced two week suspension around Thanksgiving, around the same time Yugo went on his final stealth suspension right before his "graduation"
If Vesper and Magni had been suspended, Cover would have announced it. But since their hiatus was due to contract negotiations, Cover could not say why they were on hiatus without violating their own NDA (ask not-Rushia and not-Mel how seriously Cover takes their NDAs) so they just mentioned vague "security issues" preventing them from streaming or tweeting or doing any other vtuber things.
They didn't get graduation streams, but their graduations were otherwise with full honors. They're still listed on Cover's website on the alumni page and their vods are still up. Comments were turned off, though, due to too much talk of orcs in the comments.
