Idol concerts are part of the Cover brand name and management has fully supported 3D lives and concerts for Holostars. Nijisanji is mostly about vtuber sponsorship deals. I suspect that part of the reason Pomu and other EN livers are leaving is because they realized the NijiEN 3D concert might be permanently delayed.

I'm 95% sure that it's because one of the main JP cliques would have thrown a fit if Luxiem jumped the line and got 3d ahead of some JPs. Luxiem might've been making them money hand over fist during their peak but Nijis main audience is still in Japan. Upsetting one of the main cliques (or, God forbid, Kuzuha himself) is No Bueno since him and chinman are unironically the main stars of Niji now.
