The CEO of Anycolor, Riku Tazumi, essentially does nothing for the company aside from acting as a figurehead and taking in the lion's share of the profits.
The people directly under him are all nepotism hires with little to no experience in management positions, so most are too lazy or incompetent to take care of things that need to be taken care of, and since there's no one to control them.
Under them are the branch
managers. To my knowledge, the JP ones are fine, but I don't follow them at all so I don't know. The EN ones, on the other hand, are even less experience and more lazy than their superiors. They let the 'talents' do whatever they want because they don't care.
And with the quantity over quality hiring practices, they end up with a bunch of people who form cliques with each other and try to remain separate until they're forced to interact. You ask if it's a high school locker room, and the answer is yes, it is. Because they're hiring non-professionals who aren't capable of suppressing their female instincts, coupled with the fact that most of them were probably loners, losers or bullied in school, so they use their popularity as a corporate Vtuber to release that pent-up aggression and become bullies themselves.
