Maybe I'm splitting hairs here and I'm sure I come off as a bootlicker, but I guess just to sum up what I'm trying to say if it's useful for anyone else thinking about this:

Selen comes out with completely clean hands.

She threatened to shoot them in the head if they didn't give her redress, and they deserved it to be honest, but we'll never know if she actually intended to follow through or not. Maybe after she calmed down she decided that she just wanted to move on. Maybe she did intend to but she decided she already won. Either way she never mentions pointing a gun at them, Niji's dying groans that she had a gun are ignored, and the public sees it as Selen having completely clean hands, exercising no agency in the situation other than the grace of letting the situation go.
