There are satellites of the clique, like Nina, Rosemi(just recently), and Reimu, but they never instigated harassment, bullying or sabotage. They pretty much acted on orders, or they tacitly participated when it happened.
Vox didn't actively engage in the bullying, but he was blatantly "above the law" in the branch, and that's why he is implicated. He was allowed to break rules, skirt around guidelines, and demand things, without repercussion or recourse.
Ike is a faggot follower. He isn't even directly implicated.Luxiem was implicated on the basis of favoritism, partial and opaque treatment in comparison to others, and instances of preferential treatment that negatively affected others or positively elevated luxiem. I guess Ike decided to be part of the hatch-job hit piece because he is a yes man and felt being a boot licker would elevate his station in the company.
