It sounds like it to me too. Maybe she just pitches herself a bit higher like most vtubers that want to sound more girly. I think a lot of vtubers mess around with the audio to make their voices fit their character better.
Think of Suisei pre high pitch voice and now, or Pochi mama. Maybe she does that with a changer because doing it naturally puts a lot of strain on her vocal cords.
Dunno just guessing.

Suisei was naturally pitching her voice up. Pochi was using a voice changer.

Kiara’s regular voice is great, her keyfabe voice is way too high pitched for me. I think it’s just about how much of an act the girls are willing to put on.
Back on topic, I think there’s a higher chance that she routes her voice through a mixer with an equalizer.
