To be clear, we're talking about a crime which does not put its victims in bodily harm. As such, the damage is much less severe and even REVERSIBLE provided the culprit is apprehended.
Think for five seconds. If you get into a phishing scheme, the culprit has your info.
Warning other potential victims doesn't take that away from the criminal. But arresting him will. Anyone who is victimized by a phishing scheme will be able to have their information and assets safely returned in the event the culprit is arrested.
That's how this fucking works. If a couple more people get scammed during the investigation, that sucks. But it can be fixed. Which is WHY it's acceptable to keep a low profile about crimes such as these.
Not every crime is treated the same way, as I'm sure you know although you don't argue like you do.
