They're panicing to get the branch shuttered before that investigation Riku mentioned hits them, or before Doki spills the receipts. The best way they do that, is make it look like Doki vs Niji for bad blood between them and that "Everything is Niji's fault we're innocent!" card after that. They're trying to repeat ID and KR branch's closure, escape to JP branch or move on without them looking too deep into what caused this mess. The public opinion and hate is part of that ploy.
TLDR: Assuming the gurrat is true, it's because EN Management desperately wants and needs to become so hated they get closed without a second thought. They’re hated because they want it to be that way. If the clique gets found out they’re dead.
