One is to look at what popular Western songs are currently trending on Tiktok/Insta and do a cover of them, ie how Serafina got almost 5 mill views despite being a literal no one in a literal no one micro corp. We're picking Western songs because if you pick a weeb song, you're competing with all the 2view utaites for search results, whereas Western songs receive far fewer covers.

The last is most dependent on already having audience, but it's to keep making originals until you finally get your breakout hit. Suisei had a solid audience for her music from her Saga Jihen cover with Gen3 to really start trending, but then she followed it up with NCP which blew up and spread out of the vtuber sphere. Meanwhile, Mori was able to harness her debut audience into getting RIP starting the snowball.
In all of these cases, the goal is to break out of the vtuber sphere and into the general weeb, zoomer, or normalfag music scene.
