I've seen this shit in my own life, although it usually takes the form of "This repair ticket should take X hours / days at most.". Something which takes longer than the maximum time, whether that's a week or a payroll period or whatever, gets the work tracking all fucked up and then whatever group is working out of a ticket queue has fucky metrics to their boss.
The fix is for this situation is for the perms guy or better yet, Jenma and perms guy's boss, to break up Kiara's initial request into many small requests in the request system. Kicking it back to Kiara is just making perms' guy process problem Kiara's problem.
All that to say it absolutely happens in companies and Kiara should just suck it up and get her new paperwork in, but it's still annoying as fuck.
