Without Cover's help she'd have had to contact artists, rent out a studio, and rent out people to help in the studio. While the artists part is probably simple enough, having Cover staff who already have lines to many of them would speed things up a lot.
It was her tournament, they had no reason to help pay for it. I imagine she could have dipped into her allocated funds if she wanted to.
I doubt she had to pay nintendo, and I doubt she had to pay the streamers. Though knowing her, if any of them didn't want to join, I could see her shelling out money to get them in.
That said, the 30x was probably because she underestimated how much it costs to have multiple staff running the studio, among other things. I am willing to bet they didn't even bill her for the studio time itself, given she is one of their talents.
