Classic bands that can sell out tours without much problem generally suck at converting these numbers to even freely streamed concerts. And there's little reason to believe that Hololive wouldn't run into the same problems in reverse.
I'm not saying that Suisei or Watame couldn't sell out Budokan, but they would sell out because it's a Hololive event.
You completely underestimate how much having to go to a physical location limits accessibility
