For Stockholm syndrome to manifest the captor must be in some ways preferrable to the rescuer. Like, if you have someone who would kick a kid off Empire State Building for mildly sassing them, they would not be sympathetic enough to form the bond. To survive, you and the captor align yourselves in some way. The captor that might manifest the syndrome wants you to be obedient so they wouldn't have to resort to maiming or killing, and you want the captor to be less prone to pull the trigger.
