A few things:

Year of the dragon, and Elira being a dragon has been excluded. Nijisanji doesn't want Chinese investors to associate Elira with Nijisanji anymore.
And the most importantly:

He'll have to explain what the fuck is happening in the EN branch, why the stocks are falling and what's up with Tazumi making that apology video.
He cannot just say "we're doing everything we can, please don't dip out." or "we're hiring more managers, please stay."
Investors expect immediate action that brings instant results.
Those actions include:

They'll find a few low-end scapegoats and give them a boot. This will look great for investors.

You've seen the offers. Investors will have mixed reactions about this, because more managers and more lawyers = more cost. However, it's better than having no managers, so they'll treat it as an improvement.

And that's where Elira comes in. Elira will be blamed for establishing a toxic environment in Nijisanji. The black screen stream will be treated as a rebellion against management and a slander against Nijisanji.
This will please the investors and the stock price will rise a bit.

And yes, her list of crimes will be even longer than Selen's.
