The later societal definitions arose as a means to explain why certain races (especially Africans in America) were failing at reaching certain milestones (ie, proportional representations in crime statistics, literacy, SAT levels, university enrolment, etc) even though the legal and physical barriers to reaching equal performance levels to these other demographics were gone.
Approximately 60 years have passed trying to mend the disparity and every attempt, every program, has failed, and only widened the deficit, or has flipped the disparity in the other direction, by introducing initiatives to specifically exclude or promote people on account of their race, and achieved disproportionately high representation of those formerly under-represented racial demographics in whatever field despite these individuals being often less qualified than competitors of other races, or sometimes flatly unqualified (for if it was a matter of qualification, the aid from specified exclusions or promotions would be unnecessary). This has polarized the racial situation in the USA, and due to the USA's influence, the whole west, to an even greater fever pitch than it formerly was. Everyone can tell things are getting worse, tensions are higher, more and more everyday things are uncompromisingly political.
The left is frustrated bashing their heads against the truth that Africans and many other demographics are generally just dumb, (and that in-group preferences are generally much stronger among every other demographic BUT whites), needing an enemy to blame for why the egalitarian utopia isn't working, and the right can see that there actually is an enemy trying to restructure society into a model that doesn't work and that involves racial displacement of the peoples who established the nations and cultures considered the most peaceful and successful in history, then are mocked for pointing out the agenda their opponents are openly boasting of and advocating, as though they did not boast about it.
