If it was Miko making those thumbnails then why was she making Pekora's as well, unless you think that Pekora copied her, but you'd still be wrong, because in that case, Pekora wouldn't have had time to make them because most of those thumbnails went up around the same time.
Also, that doesn't explain someone posting Korone's thumbnail on Shien's twitter. But staff members helping them make thumbnails explains all of that.
