If he fires people, no matter how justified, he'll be pincer'd by the EN fanbase (who want justice for Selen and the management's head on pikes) and the shareholders (who will want to know why Riku allowed incompetent management to get overrun by some literal who that had no work experience outside of "shitposted on Tumblr then Twitter").
Remember, Anycolor's stock is sold on the promises of foreign expansion, and EN is the last bastion of that promise. If Riku fires a chunk of the branch for doing shit that absolutely should've been tardwrangled, the shareholders will question both his ability to lead and the viability of the branch's ability to expand. And if enough start questioning, the stock goes in freefall and Riku's left holding the bag: He'll have lost money on the IPO rather than gained it.
There's also to consider that terminating the clique would be admitting that shit got fucked up to the public. Expansion would be COMPLETELY dead. No new talents, and most old talents would end up terminated, graduated, or a 2view within a year.
By the same token, NOT terminating them could also be dangerous, but it is a risk rather than a guarantee. Riku can placate the shareholders with promises of restructuring and implementing stronger management. While the general public won't forgive, he can shore up (read: tell the talent to shut the fuck up) and hope that the branch can weather the storm. In the meantime, he can clamp down HARD on the clique as punishment, limiting their opportunities and making their lives miserable. They're not going to quit of their own accord, because if they do Niji can always "accidentally" drop info about the situation to the public. Blackmail is playing dirty, but the game's already far from clean, so you may as well.
It is smarter to do nothing outwardly right now, shore up defenses, and wade out into the shit when they're ready.
