Artistic ability is heavily dependent on your innate talent. Whilst practicing will obviously improve your results, if your baseline capabilities are shit you're only going to get so far.
The "just put 30000 hours in like I did" shit is pushed hard by the naturally talented because they want you to believe they got there through pure effort.
