making something that's a sombre post apocalyptic drive story/game and then slapping incessant happy go lucky dialogue over it is just a contradictory and bad artistic choice;
the dialogue doesn't fit with the setting or even the gameplay. Nothing about the way it looks or the gameplay indicates it should have constant dialogue like that.
from a purely gameplay perspective it's just annoying for the player and constantly interrupts the mood and flow of the game
