Now, the idea behind this thing is that if there are enough good hits amongst those games, then regular devs will start to notice, not just fans, when you put the trade offs in a balance you'll have (give cover a % of your sales) vs (free clout because the girls will actively shill your game, your oshi could play the game, name recognition amongst the holo community)
The whole thing will move on it's own at a certain point, devs will create new games, holos will play them, sales will bring free money to cover while devs get warranted exposure, clip channels get more material to leech from, the clips give even more exposure to the games, the success of this scheme attracts more devs that want easy clout and money even from outside the holo community, therefore more games start to come in, when there is no new game a new update can be released from a previous one and the cycle repeats.
It just takes a little push here and there so the ball starts rolling downhill, it's called the holoeconomy, trust the keikaku.
