For all their talk of a positive environment, they really only make decisions based on the profitability of their events. With this in mind, they also likely received threats and saw the environment around NijiEN not limited to your private correspondence claiming rumors around the bullying are the reason for non-attendance.
Their reply was professional and to the point, acknowledging and respecting your decision but not actually reaching a decision themselves. I'm sure it influenced their decision though.
