The main problem with it is that there's no way to determine who should receive the extra health. Imagine two teams are close to finishing a fight, then a 3rd comes and kill snipes the last one. Should the 3rd team get the full heal? I suppose it could be based on the percentage of damage each team did to the squad, and then when the final kill is made, everyone receives their proper contribution's worth, but then you also have to consider the timing of it.
What if its a scrappy fight between 3 teams, and Team A has really been drilling into Team B the whole time, but Team B has done more damage to Team C. Imagine you're on Team A, about to kill someone on Team B, and then one of your teammates manages to kill the last person of Team C and thus activate the heal; your opponent suddenly gains a ton of health out of nowhere through no fault of your own and there is no way you could know that was going to happen when you made your decision to go all in on your opponent.
I think the only bullet proof solution is literally locking the area when a team starts to fight and no one else can enter or leave until its finished, but the mechanics of that would be a nightmare to tune and ultimately wouldn't really be that fun. I think that 3rd partying is just an inescapable mechanic to BR that can't be fixed, and maybe shouldn't be fixed. If it didn't exist then the game would be nothing more than window dressing for a deathmatch server selection screen.
