A man alone on an uncharted island or remote forest is 100% free, even if he is in danger. That freedom is surprisingly fragile, especially as you have to account for more and more people. Keeping it typically requires taking on major risks.
What you're referring to are agreed upon systems designed to essentially mass produce and distribute both freedom and its associated overhead costs, while also lowering said overhead where possible. Sifting out the megalomaniacal psychopaths is only one important function of those systems.
