This is only partially true. I know a girl that most likely had some sort of developmental problem as she was bordering 20 but had the body and face of an underfed african teen. (She had repeated gradest least once) She was not retardedly dumb, but slow, and I mean Slow. Give her an assignment of 3 consecutive things she must do and she would't even know where to start.
Her behavior wasn't "cute" at all, but rather it felt like she was actively taking advantage that she looked like a child as to avoid responsibility over anything at all.
Somehow she developed a crush on me, and started getting jealous of a girl with whom I used to share homophobic jokes or infodump on military history. Apparently one day after school the loli retard bonked her with an umbrella and she needed 2 stitches.
