The man in the painting is Jim Edgerton, a blue-collar worker, who is depicted in the painting as being the only objector to a tax increase at a town meeting that would have gone to rebuilding his local city's school, which burned down. His family ranched cattle, which all died after an outbreak of Mediterranean fever swept through the cows, so Edgerton spoke out because he didn't think he'd be able to afford the new increase - even if he did support the rebuilding effort.
