How can I efficiently learn, and by efficiently I mean be able to understand 70% of chuuba streams in less than 6 months of studying, or else im out.

I have to study and work part time every single day, add my 1h+ commute time from my appartment to my uni + 20min from there to work, + the time I allow work-out time, the time I keep for myself and my art classes, my "dedication" is fully used and Im being honest with myself, knowing fully well that I just do not have any more "dedication" left for a long-term study of a language I only use for my hobbies.

That's not so hard a goal as you think. Just do your kanji/vocab reps EVERY DAY, study basic grammar and READ, READ, READ (while consulting dictionaries, grammar guides or people who know better than you when you have doubts). The grinding is boring and painful, you will keep forgetting stuff you were supposed to know, you will want to say this language is retarded and give up, but there's no magic pill besides maybe moving to Japan, either you set your resolve and grind it out or just give up now. Ignore what lazy ass faggots say about not learning kanji, and don't wait until you learn 2000 kanji to start reading practice either. 300-400 is enough, and you can learn that in like a month at a relatively leisurely pace. You NEED to read if or else it will take you forever to get beyond a half-assed understanding. Listening practice is also essential, but I assume you'll already be getting plenty of that without even going out of your way considering your goal.

I recommend scouring through /t/ or nyaa for a Japanese Mega Learning Pack. It includes Anki, Genki, Grammar guides alongside a metric shit ton of Audio courses including Pimsleur.

Learn listening first from slow speaking chuubas. I recommend Watame. For guides, try coming to their discord fan servers. In the live-stream channels, they usually discuss stuff that's easy to hear, or that piqued a typical fan's interest live. Learn how to spell out what they're saying.
Alternatively, tune in to a JP fluent Indochuuba, or ENchuuba that's doing a bilingual stream. Such as Anya, Ollie, Pikamee, Ina, etc.
Once you got a gist of that and how Japanese speech pattern works, and what they're usually talking about in streams, just open google translate and type in whatever word piqued your interest during a stream. At this point, you'd probably enjoy listening to a JP even if you don't understand 70% of what they're saying. And it gets motivating from then on.

Think of Japanese as a long-term investment.

You're always going to be interested in Japanese entertainment, and Japan isn't going to stop using Japanese for source material. Maybe the popular shit makes it to English in some form, but there's gonna be 100x more content that doesn't.
