Because you need to be billingual to understand her and kotoka's streams in order to shitpost about it.
Though to be fair, just doing a quick skim check of Meloco's vods shows that she DOES speak english in her streams, even if it's ESL and a lot of it is in japanese anyways outside of collabs. She at least attempts to pretend to give a shit.
Kotoka has no excuse, though, and doesn't even pass the skim test.

The stupidest part is that unlike Meloco, Kotoka is actually perfectly fluent in english. I don't remember if she's actually native or not, but she absolutely could choose to stream in english and just... doesn't.

I absolutely think there's a niche for an ESL english streamer as long as it's clear they're making an effort to stream in the advertised language. But Kotoka doesn't even try despite using the Nijisanji English tag in the title of all of her streams.

Well to be fair, that's not their audience. Their main audience is JP speakers and pandering TOO hard to english outside of an occasional gimmick stream might actually scare off skittish tourists. I think if you want to do it right, you'd make it clear from the start.

Kotoka streams way less in Japanese than Meloco does, she only really does fully JP streams if they're collabs. Granted that does make up a lot of her content, but still, her solo stuff is easy for an EOP to watch especially if they're trying to learn Japanese. She usually translates back and forth a la 2021 Kiara in solo streams and a lot of her content is trying to teach nips English and vice versa, and doing english covers of jp songs, stuff like that. Meanwhile 90% of the time I click on a Meloco stream it's just entirely Japanese, often even playing a Japanese game. But the biggest reason I can tolerate Kotoka more than Meloco is because she lived in America before and doesn't have such a thick incomprehensible accent (people weren't even 100% sure she was fully Japanese at first when she debuted) and I can actually understand what the fuck she's saying.
