Each individual person only has so much money they can spend, so it's better to go after people who aren't spending money yet than people who already are. If, let's say, an Aquacrew starts spending less money on Aqua so he can spend more money on Kanade, that's nice for Kanade, but it means absolutely nothing for Cover because they aren't making more money. So it makes more sense to debut talents that appeal to someone who isn't a fan yet.
Has it worked? Only Cover knows. I doubt the numbers on Cover's side are looking that good, they probably mostly look like just another gen, but I'd be willing to bet there are some girls who've gotten into Hololive thanks to Ao and Hajime, and Raden's presumably attracting someone. Kanade and Ririka just feel like normal Holos to me.
