He is protected by one of the upper dudes in JP who literally told him he thinks he owes his job's continued existence to Luca's success in specific. Likely the only way Luca would get what he deserves would be for that high level JP guy to leave first.
Of which I mean, it almost does more damage for him to stay there as someone who obviously broke almost every rule they have internally and is allowed to stay, than to do the right thing snd prove they are not a fucking ultra corrupt company. They would actually gain a bit of goodwill back if they fired him but it seems what we see/think vs what Japanese retail investors think are two different things sometimes and it might be hard to get the message over the pond to them that Luca utterly shouldn't hold his position.
It also makes me wonder considering what a shit show everything clearly is behind the scenes there if it's more like management goes "pfft you think Luca is bad? They're all like that lol" and he isn't fired because his level of bullshit is actually pretty normal and tolerated overall. Which would make Selen and Zaion's firings all the more unjust in hindsight.
