While they do still dominate, a few people are naturally either sidelining holos or just leaving. It's not to be mistaken for a decline, it's something bound to happen because of how Hololive's growth came to be.
"The neighbour grass is always greener", and in this case it might be. Nothing personal against the HoloEN girls, but the difference between them and NijiEN is like night and day. People eventually catch up to these details too, I guess.
