Cover and Anycolor both do debut merch nowadays, because the money from it allows new talents to have some foundation to settle in and make content comfortably without having to worry about basic needs and stuff.
There's also a sort of guarantee - at least in Hololive - that your new oshi will remain in there for a long time.
There's also some prestige in owning debut merch for a talents after like 5 years or so.
Merch for Sportsfes and other events also make sense, because it takes a HUGE amount of time, money and effort to organize events like that.
This is a podcast between an indie and a semi-indie, one of whom just returned to streaming after a long-ass hiatus. A podcast doesn't need like insane amounts of merch to tide you over. For an indie there's no guarantee how long she'll be around either.
Also simply releasing merch together kinda indicates affiliation, but the new girl's status in the semi-corpo isn't exactly CLEAR, since she has still not revealed whether she has joined the semi-corpo or not.
