Take the same example as before, but have one of the six to watch 10 minutes AFTER the stream just ended.
CCV will show 5 instead of six but the watch time will be the same.
Same thing inside the stream before it ends, but one of the viewers was "desynced" from the stream (because it had playback active). Same thing, 5 CCV, 1 hour of hours watched.
There is no relation between "watch time" and "peak CCV" and, if the measurement of average CCV were perfect it would be a good approximation for a steam with no desyncs right after ending but the granularity of the youtube API is in the 10 seconds, 15 seconds while for their watch time metrics it is raw.
