If it was NijiEN going as usual, this would disprove the graduation queue, probably. However, this is no longer just NijiEN going lord of the flies in its isolation, it's NijiJP finally becoming aware due to the shitshow and them taking direct control, which might have included promising the moon to the talents on the way out to prevent their graduations and save face for the investors.
In short, the queue might have been dissolved or postponed thanks to JP doing damage control, or it might have nevber existed, but we can't know for sure now unless we get an extra trustworthy leak.
