Guys that are into vtubers and anime and cons will be in places that cater to them.
Such as comic book stores(I know hard to think they exist still) used game shops, stores that sell anime paraphernalia ie manga, figures, and of course anime.
But also keep in mind that these guys also have zero game and confidence so just casually approach them and try striking up a conversation. Keep in mind they will be skeptical, they will drop spaghetti and or get extremely nervous so tread lightly.
But once they feel comfortable the magic can happen.
