all this is missing the point anyways, when gurrm talked about tax policy, he didnt literally mean what was aragorns tax policy, its that he wished tolkien didnt handwave away the particulars of aragorn's rule and just go "he was good and therefore was a good king for 100+ years and everyone was happy"
