The problem, and most people on /vt/ dont get this because they aren't (engaged) music consumers, is that there was no market for project HOPE. Conceptually it was too sincere and overwrought when all artists are self-aware or ironic. Musically the Caesura of Despair sounded like a mix of the Scissor Sisters (so 20 years out of date) and mid quality 2010s radio pop and most of the lyrics were in Japanese, creating a lingual barrier with its primary market (note breakthrough kpop like bts use English only/English first lyrics to get ahead).
So what they were releasing was just outright irrelevant. And vtuber fans don't care either way because they will stream their oshi's song anyway. Though it's a much smaller market.
Like, it just felt flat out oblivious of Western market trends and, honestly, reflective of why so many Jpop acts also failed to break through in the 2000s; ignorance.
