All the previously existing JPs have stuck it out through multiple waves of exclusively English language talent. A dedicated JP wave is good for the old ones, because it shows them they are still valued and not forgotten. It also fosters trust in new talent coming in, because it shows them Phase will hold on to them and quietly shutter their JP operation if it turns out to be not profitable.
