If not because of her 3 months hiatus years ago, her sub should be the same or higher than peko. Her sub growth that time is pretty much one of the fastest in all of Holo. But then she got health issue and stop making content thus her subs stagnated.

The reality is that she's not as big as Marine, Peko, Gura or Kobo no matter how much Cover or her core fans want to pump her up or how many things Miko gets let into. Miko is a good mascot for Cover but that didn't work as well for Sora. Miko grows as Cover grows so it's less Miko reaching two million than Cover's recent explosive viewer gains.

Truth is, streaming focused chuubas play in hard mode compared to music and shorts focused chuubas when it comes to sub growth. You can very clearly see it whenever they release a successful MV. It's the reason Marine passed Pekora and why Suisei will likely pass her as well, probably within the year. No, Aki is an abysmal example, because her low sub count was always a symptom of her unwillingness to integrate into the holobox. Case in point, she probably had more collabs with outside streamers since her breakout success with VCR than she ever had with other holomen since the start of her career. I might be exaggerating, but not by much.
Actually, I'll double down on my stance: the reason their sub growth is stagnating is because the holobox is at its weakest it's ever been since 2019. They need to pivot back to strong box games that promote casual interactions like Minecraft or Rust like they did pre-2023. That's what people like about Hololive, that's their main weapon over the rest of the industry.
