Claude and Hex and Aster are also very likely to be safe from being culled. The other males (Doppio/Ren/Ver) each have "only" 50% chance of being allowed to stay, although they will probably graduate at least one male when the merger happens so that the females they cull won't be able to file a sex discrimination lawsuit (or at least not without risking being on the business end of a ruinous "infringement of honor" countersuit)
Dunno which girls besides Elira, Enna, Millie and Meloco will survive the merger. Kotoka is likely already on her way out, and will very likely graduate or be terminated in early May; she can't be culled when the merger happens, if she's already out by the time it happens.
At least one of the other girls (and very likely more than two of them) will be culled, although Rosemi and Reimu are at the least risk.
One thing that is guaranteed, is that there will NOT be more guys than girls getting booted at the merger (despite the guys currently outnumbering the girls 17-14, and soon to be 17-13)
