Like go to the business district or a large mall, you'll encounter them 6-7 times out of 10. I went there months ago and I was genuinely surprised.
In big cities, plenty of families are using skincare routines so a lot of them are light-skinned, tho you'll definitely still see browns here and there since they're the majority of low-class workers and sellers.
