So unless they spam daily 3D releases in May, they're not gonna get the post-Noctyx waves in before the report. And if Scarle is on management's shit list, then Iluna won't get their 3Ds until after she's terminated (and the later waves won't get their 3Ds until after Iluna gets theirs regardless)
After Reimu, there are 6 waves and 23 talents to go (Fulgur cannot get a 3D model for medical reasons) but only about 41 days to publish as many 3D debuts as they can, and one of those days will be the actual anniversary on 5/16. And even if they try cramming weekends with debuts, that's still 6 waves of 3D debuts but only 5 weekends to work with - the only way for that to work is if they double up Krisis and TTT over the June 7-8-9 weekend.
Hell, even if they do only Luxiem and Noctyx before the report, doing just one debut per week will be too slow to get all 7 showcases in before the report. The idea that the later waves will get their 3D models in a timely fashion, or even at all, is comically optimistic.

tldr in order for anyone after Reimu to have a 3D debut with lower CCV than her, first they must have a 3D debut.
